The EDSA Carousel Bus operates for 24 hours, and for free within a 19-hour window, the Department of Transportation said Wednesday.
The Libreng Sakay is available from 4 a.m. to 11 p.m. only under the service contracting program of the Department of Transportation where drivers are compensated based on operating hours and distance traveled.

Outside these hours, operators and drivers may collect fare from passengers to help them weather fuel price hikes, the DOTr said.
