GUIDE: Heightened MECQ Rules for August 2021

Here's what you should know.

The community quarantine in Metro Manila will be eased to MECQ starting Saturday, Aug. 21, which means that there would be some changes in COVID-19 protocols.

The provinces of Laguna and Bataan will also be under MECQ starting Aug. 21 and 23 respectively. Unlike previous MECQs, the government added stricter rules this August.

Here are answers to the most common MECQ questions for August 2021:

Who can go out?

Only those aged 18 to 65 years old can go out of their homes during MECQ. Authorized persons outside of their residences or APOR are also allowed to go out to access basic goods or for professional reasons.

What industries can operate?

Businesses offering essential services and basic goods are allowed to operate during MECQ. Industries that were prohibited from operating during ECQ can now operate in MECQ areas at 50% capacity.

The following however are prohibited in Metro Manila, Laguna, and Bataan:

  • Indoor and al-fresco dine-in services
  • personal care services including beauty salons, beauty parlors, barbershops, and nail spas

Hotels and accommodation establishments are allowed to operate as long as they have valid accreditation from the Department of Tourism.

Will there still be ayuda?

Ayuda or cash aid from the national government is distributed only during ECQ. Some local government units however continue to provide aid to their constituents.

Is there public transportation?

Just like during ECQ, public transportation will remain operational during MECQ.

Is there a curfew?

Curfews are to be decided by the local government units. For Metro Manila, the curfew remains at 8 p.m. to 4 a.m.

Are gatherings allowed?

Gatherings are prohibited, including religious ones. For wakes, inurnments, and funeral services, only immediate family members are allowed to attend and must present proof of relationship to the deceased. Minimum public health standards such as the wearing of face masks are required.

Is a quarantine pass needed?

It depends on local government units. The Metro Manila Council said the capital region would no longer require residents to present a quarantine pass.

Can I exercise outdoors?

Outdoor exercise such as jogging, and walking are permitted within the general area of residence.

Will COVID-19 vaccinations continue?

COVID-19 vaccinations will continue. Authorities even promised to ramp up inoculations to slow the spread of the coronavirus Delta variant.
