HEADS UP: Relief, Rebuilding from Typhoon Rolly (Nov. 3)

Good morning, here's what's happening today, Tuesday (Nov. 3).

  • President Rodrigo Duterte convened his Cabinet on Monday night and instructed officials to attend to the needs of those affected by Super Typhoon Rolly.
  • Duterte also addressed critics of his absence from the public eye last Sunday, at the height of Rolly. He's back in Manila so, "What's your problem?"
  • At least 16 people were killed, according to a tally by French News Agency AFP.
  • Large parts of the Bicol Region are without electricity, officials said. Restoration works are underway in Southern Luzon.
  • A weaker storm, Siony, could graze the Philippines' northeastern tip later this week, according to PAGASA.
