GUIDE: La Union Travel Requirements Under Alert Level 1

La Union in the northern Philippines, known for surfing and the boho beach lifestyle, is welcoming more tourists as it eased to Alert Level 1 until March 15.

Those looking to escape Metro Manila by car can go to La Union, just a three to four hour drive away. It's still the tailend of the November to March surfing season and the big waves return July to October.

Here's what you need to know before you book a trip to La Union:

What are the requirements for tourists?

For leisure travel, individuals must register their travel first at NAPANAM, its digital contact tracing app, and get verified by sending the following documents: 

  • Booking confirmation with La Union-based travel agency or pre-booked accommodation or appointment from any establishment accredited by the Department of Tourism.
  • COVID-19 vaccination card for individuals 18 and above
  • Any valid government-issued ID with information such as home address and date of birth indicated

Is a negative COVID test required?

For travelers coming from areas under Alert Level 3 and above, a negative RT-PCR test result no older than three days prior to approval is required.

For those not fully vaccinated from Alert Level 1 and 2 areas, a negative RT-PCR test result no older than three days prior to approval is required.

There is no required test result for children aged 11 and below as long as the accompanying adults comply with the requirements.

Can the unvaccinated or partially vaccinated attend parties?

According to the Province Government of La Union, proof of full vaccination is required for aged 18 and above before participating in mass gatherings such as, but not limited to parties, wedding receptions, engagement parties, wedding anniversaries, debut, birthday parties, reunions, bridal or baby showers.

Do minors need proof of full vaccination?

No. Children aged 17 below won't be required to present proof of vaccination.

Where is proof of vaccination required?

These are some of the establishments requiring vaccine cards:

  • Karaoke bars, clubs and other venues with live voice or wind instrument performers and audience
  • Indoor dine-in services like restaurants and eateries except for al fresco or takeout
  • Internet cafes, swimming pools, amusement arcades and other recreational venue
  • Funfairs, peryas, and kid amusement industries

Are face masks required?

Yes. Well-fitted masks should always be worn properly, whether outdoors or indoors in public or private establishments including public transportation.

Are cigarettes, vape allowed?

All public and private establishments should maintain a smoke-free and vape-free environment, authorities said.
