Comelec to Employ 'Vote Anywhere' Scheme for Overseas Filipinos

The Commission on Elections will implement a new voting scheme for overseas Filipinos where they will be allowed to vote in another polling place, even in another country, outside their place of registration, a poll official said Monday.

The "vote anywhere" scheme will afford 1.7 million registered Filipino voters abroad to cast their votes regardless of where they are working as the overseas absentee voting began on Sunday, April 10.

"Wherever the Filipino voter is at the time that they wanted to vote, especially if because of their occupation they cannot be present in their place of residence, we will afford them the opportunity to vote," Comelec Commissioner George Erwin Garcia told ANC.

How to avail of the "vote anywhere" scheme?

According to Garcia, overseas Filipino voters intending to vote outside their place of registration only need to file a manifest that they want to vote in a different polling place.

"They will just an accomplish a form, an undertaking, and that they will have to explain the reason why they cannot vote in the post where they are supposed to vote, and so they will be allowed," he said.

"You will have to file that manifest either in that original post or you file it in the post where you are going to vote... For example, if you are from Hong Kong and you wanted to go to Singapore, then you file it in Singapore," he added.

Garcia believes that the new voting scheme will encourage more Filipinos to vote regardless of where they are currently located.

"It is our commitment in the Commission on Elections that no Filipino should be disenfranchised. All Filipino voters, the 67.4 million Filipinos, should be allowed to vote. Not a single one should be left behind," he added.

Currently, overseas Filipino voters can cast their votes in two ways: by personally visiting the polling place where they are registered, or by mail. Out of the 92 foreign posts that allow voting for the 2022 elections, 24 will use personal voting, 52 will use postal voting, and 16 will use mixed voting.

The overseas absentee voting will last until May 9, the same day as local voting. Overseas voters can only vote for president, vice president, 12 senators, and one party-list.
