Local Absentee Voting: Who is Eligible, How to Apply

For those who can't vote on actual election day.

The Commission on Elections said Wednesday it would start accepting applications for local absentee voting for the 2022 elections.

Local absentee voting is the provision under the law that allows those who will perform poll duties or those who will not be able to vote due to their election coverage to cast their ballots ahead of the actual election day.

Only government officials and employees, including members of the Armed Forces of the Philippines and the Philippine National Police, as well as members of media and their technical and support staff are allowed by law to avail of local absentee voting.

How to avail of local absentee voting

To qualify for local absentee voting, government officials, AFP and PNP members, and members of the media should meet the following requirements:

1. They must be duly registered voters whose registration records are not deactivated.
2. They will be temporarily assigned to perform election duties or to cover and report on the conduct of elections in places where they are not registered voters.

Local absentee voting forms can be downloaded from the Comelec website and will also be distributed to all government agencies, AFP and PNP, and media corporations.

If you are eligible to participate in the local absentee voting, submit your accomplished LAV Form 01 to the following offices not later than March 7, 2022, wherever applicable:

  • The heads of offices/supervisors/commanders/officers next-in-rank in case of government officials and employees and members of the AFP and PNP
  • The Office of the Regional Election Director for localities in the National Capital Region
  • The Office of the Election Officer for highly urbanized or independent cities outside NCR
  • The Office of the Provincial Election Supervisor for all other areas, in case of media voters.

Media workers should also accomplish and submit LAV Form 02. Freelance journalists should likewise present a certification under oath stating that they have valid assignments from bona fide media organizations with an attached proof.

Online publishers should also present certifications under oath that they are involved in gathering or distributing online election content, including the URL of their online public or vlog showing their names or listing the applicants that are part of their reporting team.

The local absentee period for the 2022 elections is set for April 27, 28, and 29, 2022, from 8 a.m. to 5 p.m. Only the positions of president, vice president, senators, and party-list representatives can be voted for during the said period.
