How to Compute Holiday Pay for November 2021

For All Saints', All Souls', and Bonifacio Day.

The Department of Labor and Employment on Thursday released payment guidelines for employees during the November holidays.

President Rodrigo Duterte earlier in February signed a proclamation declaring Nov. 2 a special working holiday. Previously, Nov. 2 or All Souls' Day was considered a special non-working holiday.

According to DOLE’s Labor Advisory No. 19-21, Nov. 1 is considered a special non-working day, Nov. 2 a special working day, and Nov. 30 is a regular holiday.

Here's how you'll get paid for the November 2021 holidays:

All Saints’ Day on Nov. 1 (Special non-working day)

  • If the employee did not work, the "no work no pay" principle will apply unless there is a favorable company policy, practice, or collective bargaining agreement granting payment on a special day
  • For work done during the special day, the employee will be paid additional 30% of their basic wage on the first eight hours of work [(basic wage x 130%) + COLA]
  • For work done in excess of eight hours (overtime work), the employee will be paid an additional 30% of their hourly hour rate on said day (hourly rate of the basic wage x 130% x 130% x number of hours worked)
  • For work done during a special day that also falls on the employee's rest day, they will be paid an additional 50% of their basic wage on the first eight hours [(basic wage x 150%) + COLA]
  • For work done in excess of eight hours (overtime work) during a special day that also falls on the employee's rest day, they will be paid an additional 30% of their hourly rate on said day (hourly rate of the basic wage x 150% x 130% x number of hours worked)

All Souls’ Day on Nov. 2 (Special working day)

For work performed on a special working day, an employee is entitled only to their daily wage. No premium pay is required since work performed on this day is considered work on an ordinary day, the DOLE said.

Bonifacio Day on Nov. 30 (Regular holiday)

  • If the employee did not work, they will be paid 100% of their wage for that day, subject to certain requirements under the implementing rules and regulations of the Labor Code, as amended [(basic wage + COLE) x 100%]
  • For work done during the regular holiday, the employee will be paid a total of 200% of their wage for that day for the first eight hours [(basic wage + COLA) x 200%]
  • For work done in excess of eight hours (overtime work), the employee will be paid an additional 30% of their hourly rate on said day [hourly rate of the basic wage x 200% x 130% x number of hours worked]
  • For work done during a regular holiday that also falls on the employee's rest day, they will be paid an additional 30% of their basic wage of 200% [(basic wage + COLA) x 200] + [30% (basic wage x 200%)]
  • For work done in excess of eight hours (overtime work) during a regular holiday that also falls on the employee's rest day, they will be paid an additional 30% of their hourly rate on said day (hourly rate of the basic wage x 200% x 130% x 130x number of hours worked)

DOLE said establishments that have totally closed or ceased operations during the community quarantine period are exempted from the payment of the holiday pay on Nov. 30, under the advisory.
