Metro Manila's COVID-19 alert level will be downgraded by a notch to Alert Level 2 starting Friday, Nov. 5, Malacañang said as the government further eased restrictions in the capital region.
Alert Level 2, the second lowest under a five-step quarantine system, will last until Nov. 21, Presidential Spokesperson Harry Roque said.
This means businesses can operate at up to 70% of their outdoor capacities, and up to half of their indoor capacities for fully vaccinated individuals.
The announcement came one day after Metro Manila mayors agreed to lift the curfew in the capital region for the first time in 20 months. The government initially placed Metro Manila under Alert Level 3 until Nov. 14.

Roque added that starting Dec. 1, alert level assignments of different areas of the Philippines would be determined every 15th and 30th of the month as agreed by the Inter-Agency Task Force on COVID-19 response.
"Escalations, on the other hand, may be done at any time in the middle of the implementation period as warranted while de-escalations can only be done at the end of the 2-week assessment period," he said.
