MMDA General Manager On 3 Proposed Post-ECQ Scenarios: “There’s no perfect solution”

In an online briefing on May 9, 2020, Metro Manila Development Authority (MMDA) General Manager Jojo Garcia said the Metro Mayors Council (MMC) will be presenting three different scenarios about what life would look like in the metro after the enhanced community quarantine (ECQ) ends on May 15.

The scenarios will be passed on to the Inter-Agency Task Force (IATF) who will ultimately decide which protocols to implement based on the data presented.

According to Garcia, the possible scenarios discussed among the 17 NCR city mayors include:

  • ECQ extension for two more weeks
  • ECQ to be lifted; Metro Manila to be put under GCQ
  • Modified GCQ to be implemented where local government units are given the discretion to impose area-specific lockdowns

Garcia adds the city mayors have raised their own issues regarding each scenario. For instance, if the ECQ continues, economic concerns will arise and will lead to possible layoffs. If the ECQ is lifted, a second wave of infection might ensue. “There’s no perfect solution, whatever decision we make, kailangan ingatan natin,” Garcia says in a live interview with CNN Philippines.

The MMDA general manager, however, says that the council has agreed to follow whatever IATF decides on and prepare accordingly for all scenarios.
