People from areas under MGCQ, the lowest quarantine classification, can cross borders without a travel authority, a police official said Thursday after Tagaytay City and other tourist spots started a cautious reopening.

Those under the three higher quarantines: ECQ, MECQ and GCQ still need travel clearance to cross borders, said Lt. Gen. Guillermo Eleazar, the head of Joint Task Force COVID Shield. It's still up to local government units (LGU) to implement guidelines on managing visitors, he said.

Cavite Gov. Jonvic Remulla earlier said leisure travel to Tagaytay is "not suitable" due to weather that is "high risk" for coronavirus infection. City authorities had announced that they're ready to reopen tourism and revive the economy gradually.

As long as protocols are observed, LGUs can require travel authroity from visitors, Eleazar said.
