No Vaccine, No Entry in Cebu City Starts Jan. 1

Cebu City will enforce a no vaccine, no entry policy in most indoor and outdoor spaces starting Jan. 1, its mayor said Monday, as he urged the public to get jabbed against COVID-19.

The policy, which is meant to provide for the safe reopening of businesses, applies to indoor and outdoor spaces, Mayor Michael Rama told TeleRadyo.

"We are hoping that by Jan. 1, lahat na mababakunahan para lahat ay mabuksan," he said, citing the urgency brought by the Omicron variant. "Ito para sa bayan naman natin ito, hindi naman para sa sarili ito."

Unvaccinated minors aged 11 and below will be allowed entry only when accompanied by parent or guardian who is fully vaccinated against COVID-19. Those aged 12 to 17 must be vaccinated to be allowed in establishments and other activities, according to the city directive.

The full vaccination requirement before entry applies to:

  • Venues for meetings, incentives, conferences and exhibitions
  • Permitted venues for social events like parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers
  • Visitors or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, etc
  • In-person religious gatherings, gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased
  • Limited face-to-face or in-person classes for higher education and for technical-vocational education and training
  • Licensure or entrance/qualifying examinations administered by their respective government agency and specialty examinations authorized by the IATF
  • Film, music, and television production
  • Contact sports
  • Funfairs, peryas, or kid amusement industries like playgrounds, playroom, and kiddie rides
  • Venues with live voice or wind instrument performers and audience such as in karaoke bars, clubs, concert halls, and theaters
