Granular or street and barangay-level lockdowns which could start as early as Sept. 16 when Metro Manila shifts to GCQ will be implemented "without warning" to confine possible COVID-19 carriers, the interior department said.
The new lockdowns, based on clustering of cases, will replace massive province or region-wide lockdowns that have shut many businesses for weeks or months at a time, said Interior Usec. Jonathan Malaya.
“Wala namang warning 'yan, 'di mo malalaman. Ang nakakaalam lang kasi ng datos ay ang City Health office... Kasi it would defeat the purpose kung may warning, o 'di mag-aalisan ‘yung mga tao doon e may clustering nga doon,” Malaya told GMA News Sunday.
Presidential spokesperson Harry Roque will announce the full provision for the new community quarantine system by Monday or Tuesday, he said.

During the granular lockdown, no one will be allowed to go in and out of the bubble until the end of quarantine.
How about APORs?
Authorized persons outside residence (APORs) who live in areas under lockdown should stay with relatives living outside the bubble, he said.
"Ibig sabihin critical zone po ang inyong lugar, so kung wala ka namang nararamdamang anumang sintomas, makitira ka muna sa mga kamag-anak mo habang naka-lockdown ang inyong lugar."
How about those with vaccine appointments?
Jabs will have to wait, he said. Once lockdown is lifted, those with schedules can go to their respective vaccination sites.
"Hindi po muna sila mababakunahan, 'yan po ang epekto niyan. So mag-aantay sila hanggang matapos ang kanilang quarantine period and then puwede naman sila mabakunahan agad."
Will there be ayuda, either in cash or in kind?
According to Malaya, the national government and Metro Manila mayors agreed to cost-share in-kind provisions for residents. Handing out cash aid will depend solely on the local government, he said.
How about food deliveries?
It will be allowed in lockdown areas, however it should be dropped off at the border or where the checkpoint is, said Malaya. From there, barangay officials will bring the food to the residents.
