The SUV driver who ran over a mall security guard in Mandaluyong City is "perpetually disqualified" from securing a driver's license and driving a motor vehicle after failing to show up in hearings, the Land Transportation Office (LTO) said Monday.
The driver, Jose Antonio San Vicente, failed to comply with LTO orders to appear in a hearing and explain his side over the incident, the agency said. A viral dashcam video showed the white Toyota RAV-4 car hit and run over Christian Floralde before speeding away.
His driver's license is also placed under preventive suspension for 90 days and the vehicle was placed under alarm, said LTO.

San Vicente is liable for reckless driving and for abandoning the scene and the victim, the agency said. It also said the driver's disregard of LTO's orders "are considered unacceptable behaviors of a driver."
Before the incident, Sanvicente also has three apprehensions for reckless driving in 2010, 2015, and 2016, "showing a history of his reckless behavior on the road," the LTO said.
"Taken as a whole, his actions are tantamount to the acts of an improper person to operate a motor vehicle," LTO said.
