Here's Your APOR, Checkpoint, and Curfew Guide for 2021 ECQ

Some 9,000 policemen were deployed to man 1,100 checkpoints in Metro Manila, Rizal, Cavite, Laguna and Bulacan to enforce the ECQ or strict lockdown until April 4. People can still go out to buy essentials and work on-site in industries that are allowed to operate.

By 6 p.m., an 11-hour curfew will start, during which only essential workers are allowed outside their homes, until 5 a.m. the following day. Here is a guide to APOR or Authorized Persons Outside of Residence and checkpoints during the 2021 ECQ:

Who can go outside?

At least one person per household, only to buy food and medicine. There is no national policy yet on quarantine passes since the ECQ will last for one week. Presidential Spokesperson Harry Roque said people running errands on off-curfew hours only need to tell policemen that they are out to buy food or medicine.

What do APORs need to bring?

Just their company IDs, according to Brig. Gen. Ildebrandi Usana, spokesman of the Philippine National Police. This will prove that they are authorized to work on-site or are ferrying essentials.

"ID lang po. Hindi na po kailangan mag-require ang pulis ng kahit anong dokumento. 'Pag walang dokumento, hihikayatain bumalik ang mamamayan," Usana told Teleradyo.

What do APORs need to show at the checkpoints?

Just their IDs, according to Usana. "Yung APOR, essential goods and services, they can pass through the bubble," he said.

What if APORs don't have IDs?

They can show certificates of employment in lieu of IDs, Usana said.

What if employees are still on the streets during the curfew?

Employers are encouraged to provide shuttle services for their workers during the ECQ. Public transport is available, but at limited capacity.

Should workers still be outside during the curfew, Usana said they only need to show their IDs or certificates of employment. There will also be a two-hour window from 6 p.m. so that those who are allowed to work on-site can go home.

"Sapat na yung two hours to travel," he said. "Palagay ko, hindi namana sila magkakaroon ng difficulty. May insturction na hayaan silang makauwi agad."

Can family members inside the bubble visit each other during Holy Week?

No, Usana said, as that does not count as essential travel.
