A tropical storm off Mindanao could intensify into a typhoon by the time it enters the Philippine Area of Responsibility by Friday, when it will get the local name Bising, the second for the year, PAGASA said.
It was too early to say whether or not the storm with international name Surigae will make landfall in the Philippines, said forecaster Benison Estareja. At 3 a.m., the eye of the storm was estimated 1,210 kilometers east of Mindanao.

The storm was moving north-northwest at 10 kph with 65 kph maximum sustained winds. Surigae takes its name from a Korean eagle.
"Mababa po ang tsyansa sa ngayon. Hindi rin po inaasahang makaka-apekto ito directly itong si bagyong Surigae hanggang sa Friday, sa alinmang panig ng ating bansa," he said.
