- Marikina City and Rizal province are among the hardest hit based on early photos and videos from the disaster sites. In Marikina, it brought back memories of Typhoon Ondoy.
- Authorities are on top of the disaster, President Rodrigo Duterte said in a speech. He inspected the damage from a helicopter.
- Train lines resume operations today, Nov. 13.
- Ulysses was expected to have left the Philippine Area of Responsibility by early today.
