Non-APOR Can Drive for APOR During Lockdown, Eleazar Says

People who are not considered as authorized persons outside residence (APOR) are allowed to drive for essential workers who need transportation during the 15-day lockdown in Metro Manila, PNP Chief Gen. Guillermo Eleazar said Wednesday.

It was a reversal from the PNP Chief's earlier pronouncement that non-APORs couldn't drive for essential workers.

Non-APORs who will fetch or bring essential workers to their workplace will have to present the following at checkpoints:

  • Certificate of employment (COE) of worker-APOR with these details: name of non-APOR driver, make and plate number of the vehicle to be used, and contact number of employer
  • Copy of business permit of the employer

Under ECQ from Aug. 6-20, only APORs can go outside their homes. Several cities in Metro Manila will also require quarantine passes for those who need to step out for essentials but not considered APOR.
