All businesses in Quezon City are required to fully implement usage of KyusiPass by Aug. 15 to boost contact tracing efforts in preparation for a possible surge in COVID-19 cases due to the more transmissible Delta variant, authorities said Tuesday.
Those who fail to comply will be penalized, Quezon City Mayor Joy Belmonte said. Even before the full implementation of Kyusi Pass, some bars were shut down for failure to enforce the QR-code system.
“Susi para mapigil ang pagkalat ng Delta variant ang pinatinding contact tracing na maaari nating makamit sa tulong ng Kyusi Pass,” Belmonte said.
“We found out that those bars have KyusiPass at their entrances for display only, but when we tried to contact trace their customers, their databases were empty. Such irresponsible behavior renders our contact tracing efforts useless and negatively affects our pandemic response. With the swift passage of this ordinance, we can now do random checks of various establishments and determine if they are really using the app properly,” Belmonte said.

Business owners must secure a dedicated QR Code per establishment from the Business Permits and Licensing Department. Establishments that fail to comply will be met with a fine of P3,000 for the first offense and a suspension of franchise or business permit until violation has been rectified.
A P5,000 fine and suspension of franchise or business permit with issuance of temporary closure order will be meted for the second offense.
A third offense will be slapped with a P5,000 fine plus a revocation of business permit or franchise. A closure order will be issued.
