Unlikely to make landfall, Typhoon Bising (Surigae) will be close enough to stir typhoon weather to large parts of the Eastern Philippines. Given its size, it will still bring rains and rough seas off Bicol and the Eastern Visayas, PAGASA said Monday.
At 4 a.m., the eye of the storm was located 250 kilometers east northeast of Virac, Catanduanes, packing maximum sustained winds of 195 kph with 240 kph gusts.

Brace for heavy rains, rough seas
Moderate to heavy with at times insense rains were forecast on Monday over the Bicol Region, Northern Samar, Samar, Eastern Samar, Biliran and Leyte. These areas should prepare for possible floods and landslides, PAGASA said.
By Tuesday, the rains, moderate to heavy, will be experienced mostly over Bicol and Northern Samar, it said.
There will be very rough to very high seas, five to 12 meters over Eastern Luzon and 2.5 to seven meters over Eastern Visayas, making sea travel risky for all types of vessels, it said.
It's big enough to be felt
While the eye of Bising is unlikely to hit land, it's big enough to stir tropical cyclone winds of at least strong breeze to near gale strength up to 440 km from its center, PAGASA said, Take note that it's location as of 4 a.m. is 250 km from the nearest landmass, Catanduanes Island.
Destructive typhoon-force winds extend outward up to 110 km from the center of the typhoon, PAGASA said.
Bising will also enhance the northeasterly wind flow, bringing strong breeze to near gale conditions to most of Northern Luzon, Aurora and parts of Quezon that are not under typhoon wind signals.

Bising will move generally north northwestward until late Wednesday or early Thursday. The storm will move northeastward through Thursday and east northeastward on Friday, away from Luzon.

How do I prepare for Bising?
Here are the government guidelines for areas under Wind Signal no. 1:
- Listen to your radio for more information about weather disturbance
- Check the ability of the house to withstand strong winds and strengthen it if necessary.
- Monitor the latest severe weather Bulletin issued by PAGASA every six hours. Business may be carried out as usual except when flooding occurs.
And for Signal no. 2.
- Special attention should be given to the latest position, direction, and speed movement of the cyclone as it may intensify and move towards the locality.
- The general public, especially people traveling by sea and air are cautioned to avoid unnecessary risks
- Protect properties before signals are upgraded
- Board up windows or put storm shutters in place and securely fasten it
- Stay at home
How to prepare for calamities particularly flooding
- Regularly monitor your radio and television for calamity news updates
- Prepare enough candles, rechargeable lamps, and flashlights for possible brownouts
- If you reside in an area near the river, waterways, or mountainsides, immediately evacuate to prevent flash floods and landslides
- Store enough food and water. Have a first-aid kit on hand
- Prepare a list of emergency hotlines.
