The Metropolitan Manila Development Authority (MMDA) said it prepared emergency lay-bys along major roads in Metro Manila for motorists seeking shelter from the rains to avoid blocking the roads during downpours.

This is the MMDA's response to motorists who take cover under the overpass as they wait for the rains to stop.

“We understand the plight of motorcycle riders when they have to stop in the middle of the road while waiting for the rain to stop, it’s very risky for them because they might get into a road accident," MMDA chair Benhur Abalos said.
